What is an autonomous community social
service investment project?

It refers to a combination of the community social service investment project, the maternal and newborn health management support project, and the house and health help service visitation management support project as one comprehensive support project.

Background

  • The service delivery system directly planned and managed by the central government was limited to satisfy unique conditions of each community, and various service needs.
  • To allow greater efficiency in the delivery of social services, the autonomy of local governments was strengthened while the service delivery system was reformed to be centered around service users.
  • Local governments were given greater autonomy and responsibility with regard to planning and execution of projects by converting the financial support method to the 'block grant’ structure.
